There are restrictions on pulling a permit as an owner-builder. For instance, you may not pull a permit as an owner-builder if you are leasing the property to be improved.

3. What is the normal turn-around time for obtaining a permit?

According to state law, 30 days; however, we strive for a much shorter time.

The complexity of the plans will determine the turn-around time. Many permits are approved within 24-hours.

It depends on the type of permit being pulled.
