Special Assessment
A Special Assessment is a levy on property owners to pay for a special service of local infrastructure projects such as the maintenance of roadways or stormwater infrastructure, stormwater retention, or streetlights, etc. The levy is charged only to the owners of property in the neighborhood or defined district that will benefit from the project and are generally referred to as a Special Assessment Districts.
Special Assessments are in addition to property taxes levied on homeowners to fund a specific project.

A Neighborhood Improvement Special Assessment is a levy against property for the upkeep and maintenance of providing services for neighborhood improvements storm water maintenance, recreation facilities, common area maintenance, retention pond maintenance, landscape maintenance and other essential services.
Neighborhood Improvement Assessments are generally created for those areas where the Homeowners Association (HOA) have dissolved and would have generally been responsible for providing said services to the development or subdivision.

The Storm Water Special Assessment is an assessment fund used for the maintenance and upkeep of the Citywide Storm Water System. The fund is used for repair and maintenance of stormwater collection, piping, street sweeping and upkeep and improvements of the collection system.
This fund generally does not maintain private retention ponds that are the responsibility of the Homeowners Association
(HOA). Where the HOA's have dissolved, homeowners in those areas are subject to an increased fee for their upkeep. This assessment applies to all properties within the City and fees are based on the type of land use for the parcel.
Effective in 2020, the Apopka City Council adopted a policy wherein new developments with the City are responsible for the associated expenses for the cost and operation of street lighting within their individual communities. The charge was prompted by the fact that these previously were paid for our of the gas tax revenues and with the changing attitudes towards fossil fuels and the need for additional street paving and repair, the Council felt it best to look for an alternative funding source for street lighting expenses.
Expenses are based upon the fees charged by Duke Energy for streetlighting and administrative cost associated with the administration of the program.
